The Badger State Housing Alliance (BSHA) is a statewide network of affordable housing developers, operators, advocates, and community partners working together to make Wisconsin a place where everyone can afford a safe, dignified home.
We unite organizations and individuals who believe housing is the foundation for thriving families and strong communities. By combining expertise, resources, and advocacy, the Alliance amplifies the voices of those who build, manage, and protect affordable housing across the state.
Our Mission
Our mission is simple: to expand access to safe, affordable housing for every Wisconsin resident. We do this by fostering collaboration, championing smart policy, and supporting the professionals and organizations who make it happen.
Our Story
Badger State Housing Alliance was born from a shared passion for housing equity. Launched under the guidance of the Wisconsin Community Action Program Association (WISCAP), the Alliance began as a statewide initiative to strengthen affordable housing efforts through collaboration, advocacy, and education.
When WISCAP shifted focus in 2023, members of the Alliance stepped up to continue the work independently, committed to preserving a strong, unified voice for affordable housing in Wisconsin. Today, BSHA continues to grow as a member-driven organization, powered by collaboration and guided by the belief that housing is a human right.
What We Do
We focus our efforts in three key areas:
Advocacy
We support and promote housing-friendly legislation and policies at the state and federal levels, representing the collective voice of Wisconsin’s housing community.
Professional Development
We equip housing professionals with tools, training, and opportunities to grow through statewide workshops and our “Curds of Wisdom” series.
Connection
We build a network where collaboration thrives — linking developers, nonprofits, and advocates who share the goal of building a better Wisconsin for all.
