There will be a public hearing in the Senate Committee on Insurance, Housing, Rural Issues, and Forestry on the two Cicero/homelessness criminalization bills we’ve been tracking (SB 614 and SB 621) scheduled for Wednesday, February 4 at 9:30am in the Capitol room 300 SE.
SB 614: Establishes “pay for performance” grant requirements for Department of Administration’s grants to homeless service providers (withholding 10-50% of the amount of the grant until performance requirements listed below are met) and would require additional data collection on people accessing grant-funded programs. This is the Cicero legislation that was proposed last year broken into two separate bills.
Increased the number of homeless individuals and families securing continued housing for longer than nine months after participation in a program offered by the grant recipient.
Increased the number of homeless individuals securing part-time or full-time employment and an increase in earned income after participation in a program offered by the grant recipient.
Reduced the number of homeless individuals and families returning to homelessness after participation in a program offered by the grant recipient.
SB 621: Statewide camping ban on public property, penalties of $500 or up to 30 days in jail for second or subsequent violations, authorizes DOA to designate public property as “structured camping facilities”, assign homeless individuals and families to those facilities requiring completion of mental health or substance use evaluations, penalties for living on public property not designated as a “structured camping facility”. This is the Cicero legislation that was proposed last year broken into two separate bills.

If you’re not able to attend in person, you can also submit written testimony to committee members.
